From January to September 2023, Global Rights for Women conducted a needs assessment on North Dakota’s response to domestic violence on behalf of CAWS North Dakota. Under the guidance of CAWS ND and the project Planning Committee, Global Rights for Women interviewed survivors and advocates to identify survivors’ needs and assess systems’ responses.
In total, 27 survivors and 32 advocates shared their insights.
Domestic violence service providers (i.e. advocates) in the state were overwhelmingly identified as lifelines for finding safety and rebuilding lives.
At the same time, significant gaps in resources, staffing, and competency of some involved in the response to domestic violence exacerbate the challenges survivors face.

If 2024 was the year of change for this coalition—a new name, a new logo, a new executive director—2025 was the year that we hit the ground running. We called this year’s annual report “Growing Season” because it summed up 2025 perfectly; our team has grown, and so has our impact. We hosted more trainings, provided more technical assistance, advocated for more state funding, provided more legal assistance, and reached more people than ever through our awareness efforts.

The latest fact sheets show that 6,218 victims of domestic violence and 1,309 victims of sexual assault were served by advocacy centers in 2025, a 1.8% and 3.9% decrease from 2024 respectively.

The North Dakota Domestic and Sexual Violence Coalition (NDDSVC) commissioned a Needs Assessment project to examine how survivors of domestic violence with co-occurring behavioral health issues are supported across North Dakota. Survivors and advocates alike reported that the prevalence and severity of these intersecting issues are increasing, yet the state’s current service and response systems remain insufficient to meet the complexity of survivors’ needs.
